Residence permit: where to file

Most residence-permit applications now go through the national platform ANEF (anef.interieur.gouv.fr), but it depends on the ground for the application: service-public.gouv.fr still shows filing either at the prefecture or on ANEF, and some sub-prefectures no longer take walk-in applicants for this. The official site above states what this prefecture accepts.

Naturalization

A naturalization request is not filed at the department prefecture. France routes these applications through 31 regional naturalization platforms, each covering several departments. The official directory gives the platform responsible for this department.

The civic exam

Since 1 January 2026, the civic exam is a condition for the first multi-year residence permit, the first resident card, and naturalization (never for renewing a card already held).

40 multiple-choice questions, 45 minutes, 32/40 (80%) to pass.

The exam is not run department by department: two national operators administer it through their own network of centres, not at the prefecture.
